Diversification of Export Base and Getting Competitiveness in Ready-made Garments: An Empirical Study under Bangladesh Context

Abstract: This paper examines the trade base of Bangladesh and finds the justification for expanding export base of the country. History reveals the truth that even during 1947-67 when Bangladesh was not emerged as a country, East Bengal was a trade surplus province with exports worth 20,982,391 million Rupees and imports 15,704,714 million Rupees (Source: Central Statistics Office, 1967), but at present it is almost unthinkable for Bangladesh to be a trade surplus country with huge amount of imports and a few export items. According to the latest data published in Economic Trends of Bangladesh Bank exhibits a large trade deficit of Tk.18,115 crore during fiscal year 2001-02 and this deficit is deliberately increasing. Moreover, a lion share of export earning is gained from Ready-made Garments (RMG) and these items are mostly demanded by the Latin American and European countries. Global features are frequently changing and give result unexpected events everyday. If for any reason or under any circumstance those nations` demand for Bangladeshi RMG product falls nothing will be left for Bangladesh except severe crisis in foreign exchange reserve which is still below 200 crore dollars, insufficient to face any external shock. Another striking feature of RMG products is very low domestic value addition. This study puts emphasis on the nature of trade biasness toward garments industry and illustrates the importance of higher value addition so that the sector can survive under free business environment after 2004 when quota facility would be completely withdrawn. In addition, broadening of trade base is urged for so that in case of any turn in global demand the country`s export sector can survive.
